Allow user to select release version of sub-package to install/update to

It would be ideal if the Akamai CLI would allow a user to prescribe the exact release version of a sub-package to install or update to.  For instance, if i wanted to install a previous version of cli-sandbox, I would be able to say something like:
`akamai update sandbox <a non-master previous release tag>`

Currently the CLI only offers you to install the latest version of a sub-package.
