modern python for LMTOY

we are currently "stuck" on what now is rapidly becoming an old version of python. The latest anaconda3 is now at python 3.12.4

version=2023.03-1 # 3.10.14 seems to be ok now, but the next version (2023.07-2 with 3.11.4) is broken due to m2r. And all subsequent versions.

Currently re-installing an old 2021.04 (3.8.8 python) appears to be broken even!
