bluetooth library not found

Configuring this on Raspbian jesse Pi 3

When running the ./configure it stops with

checking for hcl_devid in -lbluetooth... no
configure: error:bluetooth library not found

sudo apt install bluetooth states "bluetooth is already the newest version."

have you libbluetooth-dev installed as well ?
