Sync `cascade-config.css` and `cascade-config-mouse.css`

There are some config options missing in `cascade-config-mouse.css` that are present in `cascade-config.css` and possibly vice-versa

this may be because `cascade-config-mouse.css` aims to provide defaults which include most buttons, but it should still provide comments for those who want to customise further
