We need a page similiar to client_error.mdx but for account issues. #536

Problem
We recently removed a bit about account transferring from the client_error.mdx.
We need a page that outlines several account related issues and goes over the methodology for resolving them.
A non-exhaustive list of such issues
- Unretiring users
- Entire account transfers
- Moving users from steam accounts to other ones
- Mtx issues
- Mtx transferring
The solution unfortunately, at the moment, is just that we typically do not resolve these however we will take them on case by case. As such, just open a support ticket and we'll go from there.
