Siren doesn't play when cable gets disconnected

My expectation is that the loud siren should play instantly on power loss.

In reality:

1. Steering torque is lost instantly - kinda to be expected, since the relay gets closed.
2. There is a faint beep after about 100ms.
3. Sometimes (1 out of 3) the loud siren kicks-in after several seconds and lasts ~1s before gets cut off

Got a dongle ID? Is this on stock openpilot?

FYI, the siren only plays if controls_allowed is (or was recently) true.
