Project close out #218
Description
The PeMS contract with Caltrans is ending on September 30, 2025. These are tasks to do as part of project close out:
- Spin down all AWS resources in all environments @lalver1
- Disable most workflows @thekaveman
- Leave the docs workflows enabled
- Close all open issues as unplanned @thekaveman
- Close all open PRs @thekaveman
- Close all open Milestones @thekaveman
- Dismiss any active Dependabot alerts @thekaveman
- Disable
