Nudge users to publish dandisets with email

Creating an issue off of #2667

Let's move forward with sending an email to the contact person recommending that they publish the dataset. Here's a draft of an email which could go out to the contact person of every dandiset that has been stable for X+ days (I would suggest 30, but I'm flexible): https://docs.google.com/document/d/1A9NcrkqqUlJkfUCum5d6YQ0yJ2H7zUW423BjDgW4ias/edit?tab=t.0

Some logistical questions:

1. Do we sent the email to the contact person(s) or to the owners or both?
2. What do we do after the first email? Do we continue to send emails at a set schedule? Let's just send one email for now and see how that goes.
