This commit adds explicit support for numpy number types in
isinstancechecks for numeric values. The change was tested by making sure the test suite still passes and validating that the code sample in #1046 now works as expected.I only changed spots where I was confident that a numpy number wouldn't cause issues. There are a couple of spots where you are validating that every value in a list is either a float or int where it would probably be fine to also allow numpy numbers, but I wasn't sure what was actually using the validated list and didn't want to break anything.
