Talk request voting utility 

Build a form that dosent' rquire login
then feed it to deno.kv
then deno.kv should display as as list in a compoent
Then it should be able to vote that increments a count
User should be to enter in a topic of discussion
A list should be able to display on the website
It should be its own page
