Is the dependency on templates needed?

If so, what are the alternatives for apps not using Blaze anymore? I was trying to find how prerender uses templates but I couldn't find any reference in the source code to templates.

Adding pre-render automatically adds Blaze to an app that doesn't use it anymore, which adds unnecessary kb to the app.
