Enable linux-sandbox also for Ubuntu 24.04

There are problems with running Bazel linux-sandbox (and several other things) on Ubuntu 24.04 due to AppArmor. That also includes devcontainers. However, there is a possible solution:

This is the configuration Ubuntu ships for the bazel in its apt repository: https://gitlab.com/apparmor/apparmor/-/blob/master/profiles/apparmor.d/linux-sandbox?ref_type=heads

I thought I read somewhere that some file system metadata needs to be set for the linux-sandbox binary, but I cannot find it anymore.

When reading https://wiki.archlinux.org/title/AppArmor I start assuming that needing file system metadata was a hallucination of myself.
