Add the Environment Name in Home Page

Feature description

• For DEV and UAT environments, add the uppercase abbreviation in the page's tab name

Suggested steps

• Add a parameter to the infra's bicep deployment that takes the GH environment
• if DEV or UAT:
  • UpperCase it in bicep,
  • Flow it as an App Settings in bicep,
  • Update the APP razor page name to include it.
