I exceed that we would follow the principle in http://publications.europa.eu/resource/authority/access-right/PUBLIC
so that our reference would be
http://energy.referencedata.eu/Confidentiality/PUBLIC
and
http://energy.referencedata.eu/Confidentiality/OPDE-Secret

I also excepted that the definition included the meaning of the term outline in #28
