BitSSA requested that we add an endpoint for updating the CICO provider with the transaction hash corresponding to a user's transfer intent. NodeWallet independently suggested this, indicating that wallets are on board with it.

moving this to icebox since we can do without it, and it introduces some tricky failure states on the wallet side (in particular, when the user has submitted a tx to the blockchain but leaves the app before we can successfully post the tx hash to the provider)
