had a discussion with upstream on that and there was also an issue IIRC. however, upstream refused to change that

the point is, voting is not really voting, as voting for 'no' has essentially no effect, in fact, everything would be exactly the same if the ability to vote 'no' would just be removed.

for long time i've disliked that. like in any real voting, not voting at all doesn't imply a 'no' (or any other 'default' option). there is always a way to claim abstention, which is what should the server assume in case a player does not vote at all.

as heinrich validly pointed out, kick- and specvotes must stay the old way, due to their destructiveness
