luks encrypted system: Failed to start systemd-cryptsetup@luks when entering wrong password twice at boot --> boot fails and ends up in emergency shell #7412

Summary
When entering wrong luks(2) password at boot twice I get error Failed to start systemd-cryptsetup@luks. Boot fails and ends up in emergency shell.
Harvey was able to reproduce this in a VM.
I observe same issue with Fedora42 on same nvme as dual boot, but not with CachyOS on a different nvme connected via USB adapter to laptop.
In november, a user on the forum reported a freeze when entering incorrect luks password. Might be somehow related.

Steps to reproduce
- boot computer
- enter wrong luks password twice
- perceive error message
Expected result
System should ask to re-enter luks password
Actual result
System outputs error, does not ask to re-enter luks password and fails to boot.
