Propose and Add Content Governance Labels for Issue Tracking #224
Description
Introduce the following standardized labels in the repository to support automated categorization and tracking of content issues: content-update, deprecated-feature, copilot, security, localization, exercise-improvement, support, template-incomplete. These labels will enable the automation to accurately aggregate issues per category and should be referenced in the monthly counts. Update documentation and templates as needed to align with this label scheme. Reference the initial review summary and counts for evidence and rationale.
