Make serve error

I'm unable to use the make serve command line function, which runs this R function:
bookdown::serve_book(dir='.', output_dir='build', preview=TRUE, in_session=TRUE)

I get the following error after the output has been created (Output created: build/index.html):

Error in loadNamespace(name) : there is no package called ‘servr’

Sounds like issue is that the servr package isn't available in your command-line R install. It's listed in the packrat dependency list, but I'm not sure about why it wouldn't get installed for you.

Even after running an interactive r session on the terminal to use packrat to install local packages, I'm still getting the same error. Running packrat::status() tells me that I am Up to date.. We can debug this in person, but I wanted to add this information.
