jQA XML and HTML reports shall contain suppressed rows

Currently suppressions from jQASuppress and the baseline are filtered before reporting.

This should be changed such that XML and HTML report contain these rows but with a marker that they were suppressed including suppression type (e.g. annotation or baseline) and description (if available)

For backwards compatibility with other tool integrations (SonarQube, Teamscale) this feature should be configurable (de-activation if necessary to avoid false-positives in the Dashboards)
