handler for tel: links not working

Hi,

When clicking on tel: links in the latest version of chrome on linux & windows I am prompted to select what app to use to handle the link - I get no option to select your plugin.

Am I missing something?

I found this happens when I am viewing a local page opened as a file.

If I copy the page to my private http server on my lan, t works
