[JENKINS-74996] Description colum is not formatted as HTML when safeHTML is activated

Using the Gitea plugin to display a Gitea organization, the repository description is well escaped, but if it contains some HTML tags, the description is not formatted as HTML.

Expected: The description should be displayed as HTML if safeHTML is activated.
