[NodeResourceTopology] clean up config API for v1

What happened?

The NodeResourceTopologyMatchArgs struct in config API is growing unstructured, and I'd like to do a clean up before we move to v1. At least we should discuss possible improvements and evaluate them (e.g. add sub-structs).

What did you expect to happen?

API enhancements are discussed, PRs sent if consensus is reached

How can we reproduce it (as minimally and precisely as possible)?
