Republish pack-mock-service image

We have an issue with the pack-mock-service image whereby it responds very slowly in our buildkite environment - each request takes 20s. If I clone this repo and build a new version of the image, the delay doesn't happen. Something must be different between the base image from 1 year ago vs now but we can't work out what it is.

Is it possible to please trigger a rebuild of this image so we don't need to maintain our own version?
