Tall buildings not showing up correctly in Chicago

I downloaded the Illinois file and found that most of the buildings in downtown Chicago are very messed up. I think it might have something to do with tall buildings. I was wondering if this is a known issue, and if it's a problem across all the imagery.

Release 1 downtown Chicago footprints are OK (gray polygons in the image). The highlighted polygon is the prominent footprint in your image (release 2).
