Slot promotion strategies in the library mode #64
Description
Currently, in the library mode, the slot is increased once a successful transaction is submitted. At the same time, there is an action modifySlot that allows users to promote slots arbitrarily. The cases when this default behavior might not be desirable should be allowed for presumably by introducing a strategy to control the automatic promotion of slots.
