Errors in submission IDs

Submission IDs should be assigned during the review meetings itself and it should not be updated after withdrawal.
This round, the IDs changed multiple times and it was not communicated with anyone. Since no one would go and recheck IDs everyday, changes should absolutely not be made. Also, the IDs in the summary tab did not match the final ID tab. All this caused a lot of confusion for marketing teams of all submitters.

Set option in the result summarizer that freezes the IDs and print it out as maybe a json doc. So when we run the summarizer again, it uses the same thing as before and won't update the values. So even if there are withdrawals, it should not change the existing values.
