[Bug]: Updating fails with network resource error

Bug description

If you try to update the desktop client that you first installed 4.0.2, then update to 4.0.3, then try to 4.0.4, you will get:

Steps to reproduce

1. Install client 4.0.2
2. Restart to update to 4.0.3
3. Restart to update to 4.0.4
4. You'll received an unavoidable and fatal error as attached above.
5. It auto rolls back
   ...

Expected behavior

It should allow the update
