Keeping all NSI values?

Looks like the current version outputs all of the NSI points even if there are no housing units assigned. This is not a bad idea - but the NSI points without housing units do not have any of the block id or place data. If all of the NSI points are to be kept then the missing values should be filled in.

Also issue with not dropping columns. Need to check how the process is skipping the final cleaning stages
