Let's say Acme Inc. submitted 3 bids.

Acme must adhere to the minimum variation range for the bid established by the contracting entity in the tender document; if this does not occur, their bid is not considered. So, Acme Bid #1 is $100, bid #2 must be <$95 (generally they use 5%).

In Ecuador, bids don't have statuses (which should indicate that any unconsidered bids per above would be marked as 'disqualified'). So, we need to compare the price of the winner's bids to the value of the award to identify the winning bid.

(Obviously, if the winner submitted a single bid, this is trivial.)

Affects:

  • R024/R058
  • R030, in principle, though I think it's fine to flag the late bid anyway

Does not affect any scheduled indicators for Ecuador.
