Data user guide (publication policy): Add a recommendation to explain how the ocid is generated

In the Latam bi-weekly call today we discussed two cases where multiple organizations want to publish data about the same contracting processes.

To help such organizations publish data using consistent ocids, we should add a recommendation to explain how the ocid is generated to the publication policy guidance and template.

For example, if Mexico Compranet explains how they generate the ocid then it would be easier for Poder to publish data using the same ocid.

I think this issue was also opened here to include the changes in https://standard.open-contracting.org/latest/en/guidance/publish/#finalize-your-publication-policy too. @jpmckinney @duncandewhurst, is the template enough, or should we update the documentation as well?

The issue description states:

I think we just need to add a bullet to the docs.
