It is possible to open public view without Silo

Bug description
It is possible to open public view without Silo https://benetechservicenet.org/#/public. After opening this page, I can see claim or refer buttons and also the first 6 records of previously logged user. I think that we shouldn't have this view, correct me if I'm wrong. @johnhbenetech @EnriqueCorado

Steps to reproduce the behavior:

1. Log in as provider
2. Log out
3. Go to https://benetechservicenet.org/#/public/

Actual result
