Manifest Partial Accepts -- Says Invalid Later

Given an upload to the CCRS (01G2X8P82DJJW0S5) with an INSERT and 63 line items. We then got a message from the LCB:

An error was found in the body section of the submitted manifest file ManifestDetails_460ACB158B_20230103T192723212.csv. Properly formatted data was accepted into the CCRS system. Improperly formatted data was not accepted. Please correct the row(s) of improperly formatted data and resubmit.

Then later, we correct that information with an inventory upload for the four line items that errored out. According to the above error message it looks like the Manifest was accepted and the other 59 records were loaded (from the bold text).

Then, we re-uploaded this file with the Header Operation as 'UPDATE' (because we assume Properly formatted data was accepted into the CCRS system).

Then we receive an error message "ExternalManifestIdentifier does not exist in CCRS. Cannot Update or Delete".

If properly formatted data was accepted -- why couldn't we update?

Then we sent this manifest a third time, with Header Operation as INSERT. It worked,
