Un-DX the settings.php and dockerfile

settings.php needs to be closer to the default settings.php The settings.php also needs to set the import folder variable for the configuration module. This will allow for us to add configurations that weren't added in the initial builds and save configurations that we want to export to press.

Dockerfile needs the wams entry point removed and updated. The wams entry point adds unnecessary variables. The php is also defined in a way that might be messing with our php.ini file.

This ticket will probably spawn a few other tickets in infra and this project.
