Refresh status of in-progress jobs/runs periodically

Due to possible timing issues, some in-progress jobs/runs may be stuck as in-progress on dashboard. We can try regularly sample in-progress jobs/runs and refresh from GitHub API to ensure it would eventually be updated with latest status.
