Cut new release (1.5.0)

@chrispsommers, any concerns about cutting a new release? I suppose it should be 1.5.

For reference, here are the changes since 1.4.1.

Motivation: In #572, @Eshaan-byte is adding P4Runtime to the BCR. We would really like some of the changes we have made since 1.4.1 in the BCR. To name a few:

• Support for Ubuntu 24.04
• Support for Bazel 8
• Backup replicas
• ...
