Graphical glitches when validation graphs are shown during refinement (1.1.18)

Basically, when validation graphs are shown (bottom docked panel), the accept/reject dialog for refinement is partially hidden behind them; and then, if the user hovers the cursor over the "Maps" toolbar icon, most of the GUI goes bright green, for no reason that I can discern.

We have two conflicting ways of doing overlays.
accept/reject dialog for refinement is using raw OpenGL + event handling (to my understanding @pemsley ) while validation graphs use proper GTK UI.

The preferred solution, I think, is to convert the accept/reject dialog into a proper GtkOverlay.
As to the bright-greening of the GUI... I have no idea what might be happening there.
