Track upstream issue for unused Pathauto dependency on Ctools

I noticed that Starshot has the Ctools module in the codebase but it's not enabled. It turns out to be a known obsolete dependency of Pathauto. They have their rationale for keeping it around and a workaround that's appropriate for individual site builds. (See pathauto 8.x-1.11). But it's not appropriate for a project template, and a whole unused module in the codebase seems worth addressing in our use case. I created the following issue upstream:

Per the maintainer:

a 2.x release will then remove it, but I have no plans to create that any time soon and I won't do it only for that. ctools is still actively maintained and has a D11 compatible stable release already, so it doesn't block D11 adoption either. If that ever changes then I might push for the removal to happen but until then, this likely won't happen.
