Tyrant works with tokens

A host of a game can give a tyrant an infinite or finite amount of tokens where sending a command consumes one token. This way you can manage the games a bit better.

For example, if T90 were to use this application. It would be fun if he can invite his viewers as tyrants with 1 or 2 (limited) tokens to play around with. So that as a tyrant, they can't ruin the game by spamming but they could add some contribution with commands without having to go through T90 or the mods to call for them on a viewers request.

Building on top of this:

The creator of the map should also be able to set different token costs for commands (incl. 0 tokens).
Could be a separate issue building on this one, but it'd probably be great for balancing reasons
