Add public popup-control APIs to CommandTextInput in Makepad #615

MentionableTextInput still manipulates internal views (popup, header_view) of CommandTextInput, which is brittle and breaks encapsulation. File an issue to expose official methods on CommandTextInput for showing/hiding the popup, loading indicator, and header state so downstream widgets no longer poke at private structure.
