Add a config script to only retrieve the libraries for a target MCU

Currently we pull in libraries for all supported targets, which gets very large.

Instead, add one or more scripts that add or remove support for specific micros from the project

Not sure about the best way to do this, but we WILL need a list of git submodules that each MCU needs for support
