Duplicate child menu item created.

When I create Menu item, add a relative URL and then create Child menu items under it.
The L1 Menu item is duplicated as a child. L1 URL not working but is working on the duplicated L1 item that is now a Child to L1.

When URL on the L1 menu item is not set, or set to default 'javascript:void(0);', the duplicate is removed, but this is not desired behaviour, we would like the L1 one item to be a link.
