Detect old versions of Bugzilla that we don't support and report the error explicitly

There should be an explicit check that we're dealing with a Bugzilla installation new enough to support the new native REST API. Apparently bugzilla.redhat.com is an example of a Bugzilla installation that hasn't been updated, so it might make a good test case for this feature.
