Fix Master and Stable Jenkins Builds #449
Description
During creation of the GHA it was noticed, that the Jenkins Pipelines Fail.
Though some effort was invested in sorting it out, it wasn't finished.
It seems to be a problem with the libc-version and the Dockerfiles (see https://bugs.launchpad.net/ubuntu/+source/glibc/+bug/1962606).
All the CI related Dockerfiles still use xenial.
For the sake of moving forward with the sovrin Packages the GHA and Devcontainers were built based on stable and use their own branch. They need to be incorporated into master, when this work is finished.
