deployment script

the PDF shouldn't be in the code for the repo

requirements:
- deploying should work on the command line
- the readme should always have an up to date version of the pdf

possible options:
- use a make deploy rule to deploy new changes
- force push to a separate branch (similar to srcreigh.github.io)
- use the releases API to push a new release
