Default Pagination is Confusing

The nature of the API is slightly confusing: i didn't expect it to paginate by default.

If you could make it so the default call to congress.legislators(), or any other call, automatically fetched all records, it would make the API more natural.

is it possible to fetch all records without pagination? The documentation for the API from sunlight says that all results are paginated with a maximum per_page at 50.
