Compile information on Feedback Mechanisms related to data quality for the Data Quality Interest Group.

Another issue that needs discussion here, is how Annotations from the Data Quality Tests should be stored. Holger Dettki (Swedish Species Information) raised this issue at TDWG2018. Should the Annotations be stored with the data? or in an (centralised) Annotation database to which the databases link. He suggested that this could work better with the "Annotations to Annotations" etc.

In discussions at various times in the DQIG it has been suggested that some sort of centralised storage. Without going into details here, we plan that all the annotations arising from the DQIG Tests will have a GUID, and that there will be Annotations to Annotations, etc.

This would seem to be a topic for discussion by the Annotations IG. Do we have a leader yet @chicoreus

"First up, all the tests/assertions are at the record-level. You simply accumulate record-level responses for any dataset. Regarding annotations, see #142 and #149 but we do have a problem right now as @chicoreus has taken over chairing the TAG leaving a leader for the Annotations Interest Group vacant (https://www.tdwg.org/community/annotations/). I believe there was general agreement that TDWG would follow https://www.w3.org/annotation/.

The push for this 'assertion' comes from me given my experience with https://www.ala.org.au/uncategorised/annotations-alerts-about-new-annotations-and-annotations-of-interest/. My point was (as noted above) - if a user has 'flagged' something about a record, I figure you would want to know about it (and any subsequent 'actions'. The hassle is of course, that there is no standard on how annotations are handled. In the ALA's case, they are stripped off records when data is sent to GBIF.
