"Weird" Coast Mode

@explosivegamer25  really wants to be able to have a 'slow braking' mode in teleop. This would involve reading the velocity of the bot, and then just driving it down at a known rate. The way to do this 'right' isn't really obvious, but it's a potentially interesting thing to try to do. @Magkhuu had a couple ideas.
