not rendering correctly in VS Code 1.94.2

I must be doing something wrong...but i have tried a few things and nothing seems to work. sorry for noob question but im pretty much done pulling my hair ..;-)

simple .rst file renders correctly with ONLINE rst viewer: but not with Preview

This is a test file

yet the hashmarks just show up as hashmarks in the Preview window:
