Regulation with THROTTLE_INTERVAL and Marstek Venus E Gen 2

Good morning,
I have an understanding issues, maybe somebody can help.

I use FHEM with in IR reader and push this to MQTT, this is tested and very fast.

The values come in between 1-5 seconds, depending if there are changes or not.

My network is not slow, but yes, Marstek has only W-LAN, so sometimes 10ms ping, but rare.

Now my issue, I'm not able to get it near 0 without throttle_interval of 3.

1. Why is that? My guess, the regulation of Marstek is slow.
   Of course then with 3 seconds only, it takes long, till a reaction of Marstek starts and sometimes the peak is already gone then.

2. In FHEM you have several options, to "delay" or not send values too often, e.g. cmd-pause, event-on-change/update, just use AT or disableAfterTrigger, but nothing works, only throttle interval makes it. Why?

Anyone have a clue?
